Martyn’s Law Update

NABMA members will be aware that over recent months that we have been in discussion with the Home Office and the Business Engagement Unit, The National Counter Terrorism Security Office (NaCTSO) at New Scotland Yard, on Martyn’s Law and the implications for the markets industry.

We are now pleased to confirm that NABMA has advanced that dialogue and has arranged an online update on Martyn’s Law together with a wider discussion around risk. This will be presented by the NaCTSO Team.

This will be an online event at 1030 on Wednesday 20 May 2026

The event is even more relevant for NABMA members as this week the Home Office published the Section 27 statutory guidance for the Terrorism (Protection of Premises) Act 2025. The guidance explains the core concepts of the legislation and helps those responsible for premises and events determine whether they fall within its and how to meet their legal duties.

Our discussions with NaCTSO have considered how we can work with Counter Terrorism colleagues in the months ahead to provide a helpful framework for our membership. They have also acknowledged that the NABMA advice we have issued to members on indoor, outdoor and hybrid situations reflect the scope of the Act, and that early preparation, as we have suggested, supports public safety.

Our online event will

  • Outline the published Section 27 statutory guidance as now issued by the Home Office
  • Revisit the NABMA position on Martyn’s Law, thereby helping to shape understanding of what we should be doing, whether within or outside the scope of the Act.
  • Discuss terrorism and risk more broadly, sharing good practice and advice.
