🚨 Government Updates – High Streets and Outdoor Settings

NABMA has received the below information from government on recent publications. Details are below with the relevant links. A Build Back Better High Streets document was published on 15 July. This sets out a vision for high streets and how the Government plans to support places to achieve this vision.On 19 July, the Government also published a new piece of COVID-19 guidance to reflect that many restrictions have been lifted at Step 4. The ‘COVID-19: Safer Public Places – Managing Public Outdoor Settings’ guidance includes key principles and other information local authorities, owners and operators should continue to consider to support the safe use and management of outdoor public places while the risk of COVID-19 transmission remains. This guidance includes considerations for the following spaces:Urban CentresGreen SpacesOutdoor PlaygroundsOutdoor GymsTourist hotspots, including beaches, the countryside and coastal areas As this new guidance consolidates the principles for various public outdoor settings, as of 19 July the following pieces of COVID-19 guidance have been withdrawn:Coronavirus (COVID-19): safer public places – urban centres and green spaces COVID-19: Guidance for managing playgrounds and outdoor gyms COVID-19: Guidance for managing beaches, the countryside and coastal areas Guidance to support local authority compliance and enforcement activity, including COVID-19 Secure Marshals  The new guidance is streamlined and behavioural based, so is much shorter than previous pieces of guidance.  If you have any feedback on the guidance, please do forward it to NABMA, and we will pass it on to the relevant team in MHCLG.

🚨 Guidance – Pavement Licences (Outdoor Seating)

NABMA is aware that the above guidance was issued yesterday elating to the Step 4 Easements in the ‘COVID – 19 Summer Response. ’ https://www.gov.uk/government/publications/pavement-licences-draft-guidance/draft-guidance-pavement-licences-outdoor-seating-proposal  The introduction advises that “With the easing of lockdown restrictions, businesses and local authorities will need to take extra care when applying the pavement licence provisions to ensure national and local requirements are still being met. This includes the national conditions on smoke-free seating and the no-obstruction condition set out in the legislation, so that the highway remains accessible for all users. In addition, local authorities may wish to review any local conditions they have set in relation to access and safety, such as taking into account the impact increased crowds will have on security”. NABMA would again like to hear from members on specific issues and difficulties that may be applicable as a result of the original and now updated guidance.

✅ High Street Task Force-Insight Report

As a member of the High Street Leaders Group I receive periodic updates on High Street data. The latest publication provides a helpful summary of the general position of the High Street as we come out of lockdown. Recently NABMA published its own results on research into footfall on Markets and the findings of the High Street Task Force mirror our own results. At the beginning of July footfall was down on average 37% on the comparative week in 2019. However footfall was up 2.3% on the same day the previous week so perhaps we are beginning to see a gradual return.  The breakdown of footfall shows some interesting differences:Holiday Towns: The fall in footfall was only 18.7%Speciality Towns ( with cultural and historical attraction ) the fall was 38.1%Multifunctional Towns ( with a wide range of community, public and retail ) the fall was 35.3%Comparison Towns ( where many people travel in from surrounding areas) the fall was 42.9%.In terms of normal business activity at this time of the year 88% of businesses were still active but only 62% were working in the same place. 27.8% of the workforce were on working from home arrangements. Some 30% of businesses reported a decrease in turnover while only 13.5% reported an increase in turnover. Online sales were showing a slight decrease from 29.4% to 27.3%. While England is today celebrating “freedom” ( with variations in Northern Ireland, Scotland and Wales ) it remains to be seen whether greater confidence will return to the High Street.
