NABMA is again making representations to government about the business rates situation in respect of local authority Markets following the recent announcement by the Chancellor, in his Spring Statement, giving widespread 50% relief on business rates. By way of background information supporting our representations it appears that there are currently 742 separate business rates assessments in respect of Markets with a total rateable assessment of £23.5m. The number of 742 is significantly lower than the number of Markets identified in the last NABMA survey but much of the disparity arises from the fact that Markets operating under street trading powers are not subject to business rates liability ( in fact NABMA has recently assisted a London Borough to take four Markets out of the business rates liability saving a substantial amount of money). The spread of rateable values varies from around £1m at the top end with many at the bottom end only being subject to a nominal amount. However the average figure is approximately £31750. As you know we have been repeatedly told by government that it will take changes to local government finance legislation to achieve NABMA’s objective of giving local authority Markets parity with other retailers but if the government can take action to assist with the provision of public toilets then surely they can help Markets to recover from the pandemic. We will continue to argue the case for our members and will keep you informed of government responses to our representations.

✅ Supporting our high streets after COVID-19: response to the Select Committee report
I am enclosing the link to a response by the government to the Report of the Levelling Up, Housing and Communities Select Committee Inquiry into supporting our High Streets after Covid 19. I would particularly draw your attention to Section 12 of the Report which deals with Markets: https://www.gov.uk/government/publications/supporting-our-high-streets-after-covid-19-response-to-the-select-committee-report NABMA has worked hard over the last eighteen months to make the case for Markets and it is encouraging that Section 12 of the Select Committee Report highlights the disappointment regarding the absence of any mention of Markets in the government’s published Build Back Better High Streets Strategy. Government is urged to take further steps to support Markets. The government’s response, while praising Markets, is short on specific support measures. When the government refers to playing “ a critical role in providing start up businesses and recognising “ significant role” played by Markets in making successful places you would hope to see lots of resources that the government would be providing to Markets. Sadly the only specific example provided by the government relates to the decision to make permanent a time limited permitted development right which NABMA expressed reservations about prior to the decision being made permanent. You will understand NABMA’s further disappointment when in the Chancellor’s Spring Statement yesterday he announced further concessions on Business Rates to a host of businesses but nothing for local authority Markets. We are awaiting a response from the Minister on a letter sent by Simon Baynes MP, Chairman of the All Party Parliamentary Markets Committee, and we have a meeting of the APPMG shortly after Easter. ✅ ACS Crime Report 2022
For information please find attached a copy of the ACS (the Association of Convenience Crime Report 2022 that has been shared with NABMA together with key findings. Crime Report 2022 “Key findings from the report. In the last year crime cost convenience stores £100million, and the total cost of crime and security is equivalent to a 9p crime tax on every transaction in local shops.Convenience retailers are investing over £246m in crime prevention activity, an average of £5,239 per store.The level of violence against store colleagues remains unacceptably high. We estimate there were over 35,000 incidents of violence in the last year and 89% of store colleagues have experienced verbal abuse.There were 970,000 incidents of shop theft in the last year which have cost retailers an average of £1066 per store.Retailers attribute 53% of shop thefts to repeat offenders, with the majority of these motivated by substance addiction Despite the challenging findings from the report, we have made significant progress in tackling retail crime, violence and abuse in local shops. The Government’s amendment to the Police, Crime, Sentencing and Courts Bill, which creates an aggravated offence for attacks on people serving the public, will give store colleagues reassurance that offenders will be brought to justice if they are attacked. Furthermore, ACS’ report has found that 37 out of 42 Police and Crime Commissioners have acknowledged business crime in their Police and Crime Plans. This is more than double the number of PCCs that recognised business crime two years ago. We hope that the recognition of business crime issues will translate into more time and resources being allocated to tackling crime against local shops. We also welcome that the Government’s 10-year drug strategy has acknowledged the link between acquisitive crime and repeat shop thieves with drug addiction issues. We believe that retailers can play an important role in highlighting repeat offenders to the police and other agencies to get them the support they need to overcome addiction issues. Last year NABMA organised two very successful legal seminars that provided an update on various issues relating to market law. They were delivered by Graham Wilson, NABMA’s Legal and Policy Consultant, and covered such issues as knowing your market powers, market licensing arrangements, management models, market policies and procedures and trader relations. These legal seminars were followed by an opportunity of undertaking one to one work with Graham on issues of particular relevance to individual members. A number of members took advantage of these one to one opportunities and below is some of the subsequent feedback received.
